The FCC’s Wireline Competition Bureau has released a Public Notice outlining the process for carriers to have the Universal Service Administrative Company (USAC) recertify the eligibility of their Lifeline subscribers in 2014.  Under the FCC’s Lifeline program rules, all eligible telecommunications carriers (ETCs) must annually recertify the eligibility of their Lifeline subscribers or have USAC do it.  ETCs electing to have USAC perform the recertification process on their behalf for 2014 must provide notice to USAC by April 1, 2014.
