FCC Announces Staff Changes

Staff changes were announced in FCC Chairwoman Rosenworcel’s Office as well as in FCC Bureaus including the Space Bureau, the Wireless Telecommunications Bureau, and the Enforcement Bureau.

Chairwoman Rosenworcel announced the departure of her Chief Counsel Umair Javed and the appointment of Priscilla Delgado-Argeris as new Chief Counsel.  Priscilla, transitioning from her previous role as Chief Legal Advisor, also previously served, from 2012 to 2015, as Chairwoman Rosenworcel’s Legal Advisor and Senior Legal Advisor covering wireline and wireless issues.  Ramesh Nagarajan will assume the role of Chief Legal Advisor, and Rashann Duvall will join the Chairwoman’s team as Acting Legal Advisor on the Affordable Connectivity Program and other wireline issues.

The FCC’s Space Bureau announced its new senior leadership team.  Kerry Murray will serve as Deputy Chief and Chief of Staff.  Kerry previously served the International Bureau as Deputy Chief of the Satellite Division.  Jennifer Gilsenan, Troy Tanner, and Patrick Webre will serve as Deputy Chiefs; Stephen Duall and Jeanette Kennedy will serve as Associate Chiefs; Karl A. Kensinger will serve as Special Counsel; Whitney Lohmeyer joins the team as Chief Technologist; Merissa Velez will serve as Chief of the Satellite Programs and Policy Division; Kathryn Medley joins the team as Acting Chief of the Satellite Licensing Division; Franco Hinojosa was named Chief of the Earth Station Licensing Division; Jeanine Poltronieri and Guillermo Belt have been named Deputy Chiefs in the Satellite Programs and Policy Division; and Jay Whaley will serve as Associate Chief for the Satellite Programs and Policy Division.

The FCC’s Telecommunications Bureau Chief Joel Taubenblatt also announced new members to its leadership team.  Barbara Esbin, Kari Hicks, and Susan Mort have been named Deputy Bureau Chiefs; Amy Brett will serve as Chief of Staff; Jessica Greffenius and Jessica Quinley as Assistant Bureau Chiefs; Arpan Sura as Senior Counsel to the Chief; Janet Young as Chief Engineer; and Cameron Duncan and John Lockwood have been named Legal and Policy Advisors.

The FCC’s Enforcement Bureau also announced several senior staff changes.  Peter Hyun has been appointed as Bureau Chief of Staff and Deputy Bureau Chief, joining recently promoted Deputy Bureau Chiefs Jeremy Marcus and Rakesh Patel.  Peter previously served as the Acting Assistant Attorney General in the Office of Legislative Affairs and Chief of Staff to the Associate Attorney General at the U.S. Department of Justice.  In addition, Hunter Deeley joins the Enforcement Bureau as an Assistant Bureau Chief and Michael Rhodes joins as an Assistant Chief.  Meghan Ingrisano has been appointed the new Chief of the Bureau’s Fraud Division, and Patrick McGrath has been named the Chief of the Investigations and Hearings Division.
