FCC Proposes Rules to Combat Illegal Robocalls

In an effort to mitigate foreign-originated illegal robocalls, the FCC has proposed rules that would impose comprehensive requirements on domestic gateway providers.  The Notice of Proposed Rulemaking proposes requiring these providers to implement the STIR/SHAKEN caller ID authentication on all foreign-originated calls with U.S. numbers.  Additionally, the proposed rules would require gateway providers to: (1) rapidly respond to traceback requests; (2) actively block questionable calls; (3) ensure foreign-originated calls that use U.S. phone numbers are legally authorized; and (4) submit certifications to the Robocall Mitigation Database, committing to engage in robocall mitigation.
