The FCC’s Wireline Competition Bureau has released density data for rate-of-return study areas that will be used to implement various reforms adopted in the Rate-of-Return Reform Order.  Density data will be used to determine broadband buildout obligations for carriers that select model-based support; to help calculate broadband deployment obligations for carriers that receive Connect America Fund Broadband Loop Support (CAF BLS); to establish limitations on operating expenses; and in an optional methodology to disaggregate CAF BLS support if a carrier loses support due to unsubsidized competition.  The density data is available for download in excel spreadsheet format on the FCC’s Study Area Boundary Data page.
