Former Long Distance Reseller Admonished, Fined $100K for Form 499-A and Section 214 Violations

The FCC Enforcement Bureau has issued a Notice of Apparent Liability and Admonishment against former long distance reseller World Discount Telecommunications, Inc. (WDT) for failing to timely file FCC Form 499-A, failing to obtain FCC approval under Section 214 of the Communications Act before transferring assets and customers, and imposing excessive universal service surcharges on services for which it had no contribution obligation.  The Enforcement Bureau not only imposed a total forfeiture of $100,000 that was upwardly adjusted by $30,000, but also took the step of admonishing WDT to “emphasize the seriously anti-consumer nature of its collection” of excessive charges.
