The Federal Communications Commission (Commission) has issued a Memorandum Opinion and Order granting an application for review filed by Co-Mo Comm, Inc. (Co-Mo) and United Services, Inc. (United). Co-Mo and United sought review of the Connect America Phase II Challenge Process Resolution Order, in which the Wireline Competition Bureau (Bureau) denied Co-Mo’s and United’s claims that they serve certain census blocks in CenturyLink’s incumbent service area in Missouri with voice and broadband services. In the Memorandum Opinion and Order, the Commission reversed the Bureau’s decision, concluding that Co-Mo and United serve the census blocks at issue, and as a result, the Commission has declared those blocks ineligible for Connect America Fund (CAF) Phase II support. CenturyLink’s CAF Phase II support in Missouri will be adjusted consistent with the Commission’s decision.
