The Federal Communications Commission (FCC or Commission) has sent its 2014 Biennial Report on the Communications Accessibility Rules to Congress. The Report assesses the accessibility of telecommunications and advanced communications services and equipment by individuals with disabilities.  The FCC must prepare the report and send it to Congress every two years in accordance with the Twenty-First Century Communications and Video Accessibility Act of 2010 (CVAA).  The Report outlines the rules the FCC has enacted, the improvements the industry has made and the improvements that still need to be made to ensure that individuals with disabilities have access to communications services and equipment, and have better access to video programming.
