FCC Clarifies Real-Time Text Rules

The Federal Communications Commission’s Public Safety and Homeland Security Bureau and the Consumer and Governmental Affairs Bureau has clarified that when a Commercial Mobile Radio Services (CMRS) provider connects to an Emergency Services Internet Protocol Network (ESInet) to deliver Real-Time Text (RTT) communications to 911, FCC rules do not require the CMRS provider to convert RTT to TTY format. Rather, any conversion from RTT to TTY (or other delivery means)is the responsibility of the ESInet provider.
